[PATCH] Allow user to set sub-sampling when exporting as JPEG

Description

Currently JPEGs exported by Darktable are huge, switching sub-sampling to 2x2 greatly reduces the file size. This should be a user setting along with JPEG quality when exporting.

Added a patch that adds two sliders for settings the horizontal and vertical subsampling factors when exporting to JPEG. The UI is maybe not the best, a combo with "2x2", "1x1" might be better.

After discussion on IRC: we don't like to add even more UI elements to the export module.

For correctness sake: this feature wasn't implemented.

As Simon states we don't want to clutter our menu's with options few people understand. We've chosen a similar approach as UFRaw, where subsampling behavior is linked to JPEG quality.

So JPEG Q95 gives to very high quality large files
And JPEG Q90 gives you good quality files that are fairly compact
