"Changed" flag is set on when importing images with xmp sidecars, even if the xmp sidecar is empty (only the header)

Description

I think the title is self explanatory: If you import images with xmp sidecars, the "Changed" flag is always on, even if the sidecar only contains metadata, or in fact even if the sidecar is limited to the header with no actual data.

It is not a critical bug, more an annoyance, as the "Changed" flag doesn't mean anything anymore if, for example, you tag the images before importing them in dartkable (which is not really a choice, at least until darktable manage hierarchical tags in the tagging module).
