darkroom: IOP list can go out of order with multiple instances

Description

I am sometimes seeing a bug where multiple instances of a filter (profiled denoise in my case) will float downwards in the right-hand-side iop list and intermix with other image processors that should be below, see screenshot below.

This appears to happen for multiple instances of the filter (which I often load from a processing profile), and then switch back and forth through images in the darkroom, by double-clicking the bottom film-strip widget.

This occurs in the de_DE.UTF-8 and C locales.

What we see is that we have two instances of profiled denoise listed, then raw denoise, then a third instance of profiled denoise. On some occasions, the original profiled denoise appears twice.

In order to reproduce, you may need to save a processing profile that uses three profiled-denoise settings and one that only uses two, and then apply them and change image in random order.
